In 1981 Jardin was commissioned by the Federal Capital Development Authority (FCDA) to prepare the General Concept of the Landscape Plan for Phase 1 of the Abuja Master Plan. For the first time in the world, by virtue of the will and political determination of one government the application on a sound technological basis, both horticultural and agricultural, was put into practice in advance in Abuja and for the benefit of both indigenous people and visitors.
